Go to effects, plugins and find your VDL Adrenaline Snowflakes with these settings:

Amount 40, Minimum Size 0, Maximum Size 15, Hardness 100, Transparency 0, Snow Colour Basic snow, Random Seed 0.

On the same layer go to Adjust, Blur, Motion Blur, Angle 28, Strength 28.

Select none, copy-merged your tag, paste as a new layer in animation shop

Undo your rain settings and Repeat those 3 steps above however you will change the random seed to 110.

Motion blur as above, Select none, copy-merged your tag, paste after current frame in animation shop

Repeat all these steps one more time however you will change the random seed to 210.

Motion blur as above, Select none, copy-merged your tag, paste after current frame in animation shop

Once happy with your placings, save your tag as a .gif and that's a wrap!
